By georeferencing we refer to the process of spatially adjusting a CAD drawing without modifying its original data.In ArcGIS, such process is done registering arbitrary points in the CAD drawing, therefore drawing known geographic coordinates. CAD files georeferencing is similar to the georefencing of images except for 3 distinguished features:

MicroStation and AutoCAD use 2D and 3D Cartesian coordinate systems that locate data at fixed coordinates. CAD coordinates are not inherently geographic locations; rather, they are locations relative to a simple geometric origin (0,0,0). To accurately position CAD data or any data in ArcGIS, you need to define the meaning of the coordinates used in the data. ArcGIS supports direct read of Autodesk AutoCAD and Microstation Bentley formats: DWG, DXF and DGN. In ArcGIS Pro simply drag the CAD drawing onto the map and ArcGIS Pro translates the drawing elements on the fly into memory, as read-only feature datasets. Roadway Characteristics Editor supports the addition of MicroStation DGN and AutoCAD DWG files in the map. ArcGIS Help 10.2 - Adding DGN or DWG data Adding DGN or DWG data Defining a spatial reference enables ArcGIS to project CAD data on the fly to a data frame's coordinate system. It also establishes the linear units with which areas and distances are measured.

ArcGIS does not support this setting, ArcGIS only ready X, Y and Z coordinates and UNITS, ArcGIS can't evaluate and geolocation settings within the dwg-file. This setting is specific to AutoCAD and not for any GIS-systems which can read dwg-files.

Click Open. Browse to the location where the new copy of the AutoCAD drawing file is saved, and double-click the .dwg file. Note: If the DWG files do not appear as expected, see the Knowledge Base article: Problem: Adding new file types in ArcCatalog makes those files disappear from ArcGIS. I downloaded your dwg and took a look. The dwg loads fine for me (Pro 2.3). The problem is the CAD file is not in OSGB36. OSGB36 is a geographic coordinate system; so the coordinates are decimal degrees (geographic) coordinates.

Arcv2CAD converts all ESRI ArcGIS® 2D/3D Shapefile (Multipatch, Polygon, Point, Polyline etc.) to AutoCAD® DXF, DWG or KML quickly and easily.Completely stand-alone (does not … Luckily, most major GIS programs support both DWG and DXF. Be aware, however, that it’s common for such programs not to support the most recent versions of DWG. ArcGIS, for example, supports DWG up to the 2010 version. In the table below, you can see which common GIS programs support DWG and DXF. First of all, ArcGIS Desktop can consume design files such as DWG, which is the native format for several CAD packages such as AutoCAD (another example is AutoCAD Civil 3D, a design and documentation solution for civil engineering that supports building information modeling workflows.); 2020-08-17 I am Mustapha ELOUADDANY,GIS DATA Analyst and GIS Trainer.
